現在形より前なら過去形で、過去から現在までの完了継続を表すなら現在完了形。過去の時点より前のことならhadを用いて表してましたが、なんで現在より前のことをhaveで表すのですか？普通過去形ではないのですか？

旅先での思い出を書くという英作文の宿題があるのですが、過去形と現在・過去完了形を使うという指示があります。しかしどうしても「〜して、〜と感じた」など過去形ばかりになってしまい、完了形をどう使えばいいのかわからないので、例文を添えて教えて欲しいです。

高校　英語（現在完了形あたり） Betty has been crying since this morning. ↑なぜbeenがこの文にはいるのですか？ 過去分詞がなかったらhave（has）の後にbeenを入れるという感じで覚えて大丈夫ですかね？

この問題の(1)と(2)はただの受動態ですが(3)と(4)は現在完了形の受動態になります この違いってなんですか
