最初の文のBy thisとは何を指しているのか、その直後の文が倒置しているのはなぜかが分かりません。
教えて頂きたいです😭

Thisは単に前文のLanguage～のことだと思います
また、倒置してるのは主語が重い(長い)からだと思います。not only～but…によるthat節の並列のせいで頭でっかちになってしまい、最後にis meant by thisが来てもここまでよまないと構造が掴めなくて分かりづらいです。
なので、なるべく最初の段階で構造が掴めるように倒置してるのだと思います。
