Z会2021年用共通テスト実践模擬英語リーディングの第1回第6問Bの訳について質問です。
画像にある④の1文の訳についてですが解説には「これらの調査結果は、大型商用車を含まず、個人が運転する小型車のみを対象としていた」とありますがtake into account の意味を調べたら「考慮する」としか出ず、but以下が動詞がなくどうしても訳せません。
解説よろしくお願いします。
