僕もそう思ったのですが、「訪問者が終える」と言うのは少し不思議なニュアンスだったので聞いてみました。
訪問者は改修工事を「終える」のではなく「終わらせる」のではないでしょうか？
辞書で finishに「終わらせる」と記載がなかったのでどういうものかなと。。

かなさんはどのように解釈していますか？
もしよろしければ教えてください。

受動態で考えると良いかもしれない。

改装工事は花壇に花を植えることで終わるだろう。
っていう感じで。
