関係詞の文法問題です。

(3)の答えが(d)の whenとなっているのですが、前置詞が省略されてはいないので 、New Year’s Dayを概念的に捉えると(b)の whatにしても良いのではないかと思ってしまいます。
解説をお願いします。

まず関係代名詞 what は the thing which に言い換えられます。すると、〜 the thing which everybody feels happy. となりますが、everybody feels happy は SVC の完全文ですから、which は使えません。よって、what は選択肢から弾かれます。簡単に言えば、関係代名詞 what のうしろは不完全文になります。
