すみません、ちょっとニュアンスを間違えていたので訂正します。
まず、perceive~で熟語と言うよりは、nothing else thanとか(否定)+anything else thanで「〜に過ぎない、〜以外の何物でもない」と言った感じです。なので和訳も「(名詞節)に過ぎないと受け取る」の方が適切かもです。
