A boy wondered(過去形) what he watch(原形). → A boy wondered what it was watching.
A boy looked up at the sky, too. → The boy looked up at the sky, too. ※2回目のboyはa(不定冠詞)からthe(定冠詞)に変える
At that time a dog ate a boy's ice cream. → At that time/Then(その時) the dog ate the boy's ice cream.
※at that timeは間違いではありませんが、通常「その当時」「あの時」を意味します。
A boy noticed he didn't have ice cream.
→ The boy noticed he didn't have ice cream anymore. 少年はもうアイスクリームがないことに気付いた。
※not ～ anymore もはや～ない

いいと思いますよ。個人的に思ったのが、最後のhe didn't have the ice cream がいいのかなと思いました。theがいるか要らないかあんまり自信はないですが
