接続詞だと思います。

「～するのに困難を感じる；～するのが困難である」という意味のイディオム
have difficulty in ~ing
have difficulty ~ing

→例文
I have difficulty in breathing.
「私は呼吸をするときに困難を感じる。」といういみですが、

これを、「私が呼吸するときに感じる困難」とすると、
the difficulty which I have in breathing
とか
the difficulty which I have when I breathe
となります。

●つまり、in ~ing は when節（～する時）で書き換え可能なんです。

これを本文を使って説明しますと、
１）the difficulty (which they have) when strangers from two countries meet
のように
which they have が省略されてあると考えることが出来ます。
↓
しかし、they = strangers from two countries の関係があります。代名詞が先に出ることも多いのですが、逆にすると主語が頭でっかちになりますので、
(which they have) を省略したと考えることが出来ます。

もしwhen節を～ing に書き換えると、
２）the difficulty which they have in meeting
↓
they を strangers from two countries にすると
the difficulty which strangers from two countries have in meeting
