文法的には間違いではありませんが、「ダメ～！」と言われると思います。
その理由は、文の根幹である主語(S)＋動詞(V)が、2.の文では離れて過ぎているからです。
つまり、内容理解は1.の英文の方が2.の英文よりも、早く正確にできるからです。
1. After the earthquake, many volunteers(S) came(V) to the affected areas not only from other parts of the country but also from abroad to help with the relief efforts.
2. After the earthquake, many volunteers(S) not only from other parts of the country but also from abroadc came(V) to the affected areas to help with the relief efforts.
