これは分詞構文です。
be covinced that〜という形で「[that節]を確信している」

分詞構文にするとbeing covinced 〜ですが
beingが省略されています。
それプラス今回は接続詞のthatも省略です

covinceは動詞で、
be covincedは受動態とも言えます
convince O that節
Oに[that節]を確信させる

受動態にすると
O is convinced that節
Oが[that節]を確信させられる（=確信している）

ただ、covincedを形容詞と見なす方が
辞書的には普通かもしれません。
