〜（動詞）するようにsomeoneに頼む、と言う意味になります。なので、to を入れました。

②は、文章な流れから解いたのですが。
最初は無料だった博物館を３０年前に有料にしました。有料にした後は、来館者数が15%減りました。なので、政府は２００１年にまた無料にしました。で、②の分につながりますが、

現在、より多くの人が訪れています 以前

と言う単語があるので、「よりも」と言う言葉が入ると思い、than を入れました。
