place an order 注文する・発注する 
っていう決まり切った表現です
orderを動詞で使ってもいいんですけどね。
でも一応違いがあって
前者の方が少しかしこまってる、後者の方が日常語

それと
前者の方が、例えば電話での発注なら、
電話して、担当者につないでもらって、これが欲しいんだけど〜って頼んで、納期とか見積もりとかもらって、んじゃお願いします!と頼んで…って感じの、
「order」に関する一連のイベントを全部ひっくるめて指してる感じがする
後者の方は、
前者と同じ意味にもなるし、
そうじゃなくて実際に「注文する」場面、つまり、「んじゃお願いします!」って言ってる部分だけを切り取ってる感じにも取れる

という違いがあります
