パターンは二つ：
①文の二番目の動詞の時制が述語動詞(＝文の最初の動詞)と同じ時制 → 二番目の動詞は普通の不定詞(＝to＋動詞の原形)
②文の二番目の動詞の時制が述語動詞(＝文の最初の動詞)より前の時制 → 二番目の動詞は完了形の不定詞(＝to＋動詞の完了形)

1. It seems(現在形) that everything [is](現在形) all right.
＝ Everything seems(現在形) [to be](to＋動詞の原形) all right.
2. It appears(現在形) that the boy was(過去形) a little tired then.
