A as … as B なので、二つのことを比較していると考えます。
この場合は、現実と理想との比較です。
①The relationship between them is good. 彼らの関係は良い。＜現実＞
②The relationship between them should be good. 彼らの関係は良くあるべきである。＜理想＞

「現実の彼らの関係は理想的な関係ではない。」を英文にすると、問題文になります。
The relationship between them is not as good as it(＝the relation between them) should be (good).
