まず関係代名詞は代名する名詞が人の場合はwho(that)で、それ以外の動物やものはthat(which)を使います。
それを踏まえて問題をそれぞれ見ていくと、1)は students　を代名したいので1 or 2, 2)は a book　なので1 or 2, 3)は a person　なので3 or 4に絞ることができます。
その次に代名する名詞が複数形なのか単数形なのかを見ます。
そうすると1)は student"s"なので複数、よってwereの2, 2)は "a" book　なので単数、よってisの1, 3)は "a" person　なので単数、よってhasの1となります！
