関係節の中に先行詞を補ってみたとき、先行詞だけが入る場合は、関係代名詞を、前置詞+先行詞が入る場合は、関係副詞を使います！
what=the thing whichは名詞なので、主語・目的語・補語の位置に現れます！

基本的に、at which, in which, to whichはすべてwhereに書き換えられます。
at which, in which, to whichは、先行詞を関係節に入れたときに、どの前置詞を補うかによって決まります。
例えば1の問題は、先行詞The museumを関係節I often goに入れるとき、I often go "to" the museumとなってtoを補いますよね？なので答えはto whichとなります。
