意味的な理由ではなく、英語は長い主語を使うのを嫌うため、the fact that から文の最後までのかなり長い主語を後ろに持ってきたからです。
前から読んでいったときに、the fact の中身が相当長いことにもし気づくと、あ、倒置してるのかなって考えられると思います。
