2倍とあるので、as~asとなると思ったのですが、答えには2つ目のasが書いてありませんでした。
なぜ2つ目のasは必要ないのですか？

as〜asの文の2つめのasの後ろには、比較対象が書かれますよね。例えば、
He has twice as much money as his brother.
彼は、彼の兄/弟 を比べています

今回の文の場合は、
主語は「メタボの人」で、文の意味を考えれば、
メタボの人とメタボじゃない人を比べているのは明らかですよね。
もちろんas… で比較対象を明記しても良いんですけど、今回の文はわざわざ書かなくてもわかるので、省略しているだけです。
