模範解答(手書き写真)は、有史以来～と書いてありますがなぜですか? beforeだから以前じゃないんですか?

beforeのみだったら「以前」なので、過去をずっとさかのぼって考えることができるんですが、
before in recorded times と言っているのは、「（歴史が書かれている時代の範囲に限定して）以前には」と言っているのです。
歴史の書かれていない時代は、書かれていないからわかりませんからね。

だから、有史以来（歴史が書かれるようになって以来）という訳になります。

beforeだから以前じゃないんですか? →　それは間違いありませんが、「有史以前」とすると、文の内容と整合性がありません。
なぜなら、有史以前に文化は存在しないからです。

この文はNever(否定語)を文頭に置いた「強調構文」です。
普通の文にすると以下のようになります。
In recorded times a whole culture(S) ― in this case the culture of Western Europe ― had [never] been transferred(V) bodily to another and previously unknown continent [before].
記録されている時代(＝有史の時代)において、あるひとつの全体的な文化が、この場合には西欧の文化であるが、もうひとつ別の、以前には知られていない大陸に丸ごと移されたことは[それ以前には][一度もなかった]。
