「to＋現在完了になる」のではなく、「to＋have ～ed(過去分詞)」(不定詞の完了形)です。
不定詞の完了形は、前の動詞の時制よりも「古い時制」を表します。
つまり、例文 He [is said](現在) [to have studied] abroad when he was young.
＝ It [is said](現在) that he [studied](過去) abroad when he was(過去) young. となりますので、全く問題ありません。
