この後ろの文は完全分なのでは無いのですか？ → population is the largest in France は不完全な文です。
なぜなら、population には the(定冠詞)/its(代名詞・所有格) 等が必ず必要だからです。
例えば、問題文は、以下の二つの文をwhose(関係代名詞・所有格)で一つにまとめたものです。
Paris is the city. (パリは都市です。) ＋ Its(＝Paris's) population is the largest in France. (その人口はフランスで最大です。)
Paris is the city <whose population is the largest in France>. パリは＜人口がフランスで最大の＞都市です。
