形容詞slowにlyが付いた副詞なのでhad to reachとadmitを修飾していて、それを強調したくて筆者が最初に持ってきたんだと思います。なので動物学者はthat creature〜という考えをゆっくりとでも認めなければならなかった。という文ですかね...
