なのですが、なぜ過去形のhadが使われるのですか？hasではいけないのでしょうか？

［３］(1)の答えが I have a brother who( was ) (named) Ken なのですが、なぜwasなのですか？ 受動態ということはわかるのですが、isではダメなのですか？ この文の意味としては、前にけん、と呼ばれていた、今は呼ばれていないということですか？

また、［３］の(3) の答えが、Look at the men (who) (are) (standing) at the door なのですが、男の人は、一人しか居ないし、三人称単数だからis かと思ったのですが、なぜare なのでしょうか？
