英語の動名詞の問題です。

Understanding the importance of clear water is first step
という文があり、意味は綺麗な水の重要さを理解することが第一歩といった意味だと思うのですが。
なぜ　Understanding the importance のところで the がこの位置に来るのでしょうか？ is ではダメですか？

importanceは『重要』ではなく『重要さ』という意味です！！
Understanding the importance of clear water という文で『綺麗な水の重要さを理解することは』+is first step 『最初の一歩』となります。
もしis にすると『理解することは綺麗な水ははじめの一歩です』というおかしな文になってしまいます。
