否定語が「文」の先頭に来たときに起こります。
「節」の先頭　ではありません。

ピリオドから次のピリオドまでが一文です。
今回のonly when〜は、
主節に続いてwhenの節が付いていて、その頭にonlyがあるだけですから、when節の語順を入れ替える必要はありません。
