関係副詞の非制限用法です！
〜,where… となるとき、今までは「〜で、そして…」とか「〜、そこで…」みたいな風に訳してたのですが、この問題では「〜である、というのはそこでは…」って訳してるんです！！！！！そんなbecauseみたいなニュアンス含めるのってありなんですか！！見たことなくてびっくりしてます、、、よろしくお願いします

ざっくり言うと、関係詞の非制限用法は
接続詞のand、but、だけでなく
for（becauseのような感じ、「というのは〜だから」）
の意味にもなります。
and での使われ方が一番多いかと思いますが、
より適するものがあれば、そちらになります。
