なぜ、せtoをつけるのか分かりません。
関係代名詞の問題です
the waman to whom ここの部分がわからないです

3 <前置詞+関係代名詞〉 例にならって、 2つの文を関

この二文を関係代名詞の目的格のwhomで繋げようとしたわけです。
herがwhomになり=関係のthe womanの後にきます。すると
The woman whom I talked to couldn't speak English.となります。
この前置詞toはwhomの前にも持ってこれるんでto whomという順になっわけです。
