私はこの傾向に賛成です。
家以外に喫煙する場所がないという人もいますが、最近は町中に喫煙所があります。
また、受動喫煙は喫煙者本人よりも健康に悪いので、公共施設で喫煙することは周りの人にとってめいわくです。
このような理由から、路上喫煙をしてルールを破った人には罰金を課すべきであると考えます。
