This graph shows that the number of Japanese travelers to abroad and of foreign ones to Japan between 1990 and 2017. From 1990 to 1996, the number of Japanese tourists increased, from 10,000 to 15,000. Afrer then,there were waves of ups and downs all the way up to 2017, but there were more than 15,000 travelers.
On the other hand,from 1990 towards 2008,foreigners tourists gradually increased ,from 4000 into 9000.
Until 2014,there were more Japanese visitors than those from abroad.
However, as this graph goes from 2011 to 2017,more and more foreigners visited Japan.The number was greatly soared from about 6000 to about 29000.

まずグラフから読み取れることを書き出しましょう。
1番書かないといけないのは2011〜2017にかけての外国人の旅行者数が急増していることでしょう。
あとは2014〜2015の間で日本人旅行者数と外国人旅行者数が逆転したこと。
それまでは日本人旅行者数の方が多かったこと。
日本人旅行者数のグラフは波があったこと。
外国人旅行者数のグラフはわずかに上昇していたこと。
これをまとめて書けるといいです。
the number ofを多用しすぎない方がいいです。
