とあるのですが、(under the floor) (by the police)
の部分は (by the police) (under the floor)の順序ではダメですか？また、そうだとしたらそれは何故ですか？

→　ダメではありませんが、受動態の文の最後は「by …(…によって)」が一般的です。
それは英文法の規則？
文法は、英語を母語とする人たちの大多数が使う英文を、色々な観点で分析してその規則性をまとめたものです。
従って、常に全ての英文で絶対的に通用するものではありません。
少ないながら、『例外』もあります。

盗まれたお金が見つかった。①どこで？②誰によって？　が関心の強い順番であれば、①under the floor ②by the police になります。
しかし、①誰によって？ ②どこで？ であれば、①by the police ②under the floor になると思います。
