構文っていうのは、実は一つの取り方が正解ではないのです。それも関連してくるので質問に答えつつ解説します。

①構文の誤りについて
明らかに違うのは2行目のthere are signs〜だけです。
there is構文は、倒置と考えるのがいいと思います。
thereがM・areがV・signsがS
signsに修飾があります。
there is〜　で「〜がある」だからその方が意味的にも整合性が取れると思います。
ただし、これが分詞構文になると特殊で、ここでは詳しく説明しませんが「there is 分詞構文」とかで検索して欲しいです。

句動詞や形容詞に絡む連語をどのように解釈するか
これが非常に難しいです。
例えば
4行目 be crowded with〜はV C M としていますね。これは形を考える限り正しいのですが

12行目　be dressed in〜はbe dressed in を連語でV・その後ろの名詞をOとしていますよね。ここではこの解釈がベストだと自分も思います。
でも形を考えるなら
be がV、dressedがC、in〜はMとか、
be dressedが受動態でV・in〜がMとか、
いくつか解釈がありえますよね。

どの解釈を選択するかは、個別の英文とか表現の意味を考えるしかなくて、一概にこうと言えないのですが、「日本語訳が　〜を　だから目的語」という考えだけは早めに捨てた方がいいですね。
ここでは、
・目的語は動作の対象を表す
・be dressedで「着る」
・この表現の場合、動作の対象、何を着るのかはin〜で表す。
と考えてbe dressed in がV・うしろのjackets, hats and trousers までがOと解釈します。

②16行目のthat節は
they are sureは形の上ではSVCですが、そうするとこのthat節は副詞節でMになります。

ですが、
このare sure that〜は「〜を確信している」という意味合いで、thinkとかよりももっと確信度が強い認識を表すんです。
