→Matsoka is negative.
→He is negative.
です。何でもかんでも〇〇 is.にする訳ではありません。文法通りに答えた結果、省略出来るところは省略する、というだけです。
Ｎegative is.なら、その後に何かが省略されているので、Negative is 〜.という元の文が存在するはずです。
しかし、この場合は主語がnegativeではなくMatsuokaなので、書き換えてHe is〜.と答えます。

もう一つも同じように
　What is the "they"on line 13 of Part 1?
→The “they” on line 13 of part 1 are the positive words.
→They are positive words.
となります。
