質問なのですが、2つめはなぜtimeを入れなくてはいけないのでしょうか？

動詞 spend は
自動詞(目的語を取らない)
他動詞(目的語が必要)
の両方で使えるのですが、この文では他動詞として使われてます。
本文２行目では
give children chances to spend time in nature.
と書かれてます。 spend time で 時間を使う という意味で使われてます。

spend in nature →「 自然の中で使う」
「何を」使うかを言わないとわからないので time を入れてspend time とします。
