ここの、☆が付いている、(7)の英文なのですが、解説ではこのように「混ぜられた」と、受身になっています。be動詞がないのですが、なぜこう訳すのでしょうか？

be動詞がないのですが、なぜこう訳すのでしょうか？　⇒　mixed(過去分詞)だけで「混ぜられた」の意味があります。

Glass(S：名詞) <[mixed](過去分詞＝形容詞) with asphalt> is said(V) to make roads very strong.
＜アスファルトと[混ぜられた]＞ガラスは、道路をとても強くすると言われている。
※mixed(過去分詞)：混ぜられた－形容詞の働きがあり、前のGlass(名詞)を修飾しています。
