ここでのポイントが「他人に分かるように伝える」ってことだからです。
文法的にはtell～でもいいですが，これだけでは「相手が伝えたことを理解しているのか不明」です。

この「他人に分かるように」という英訳が，tell～には抜けている，というワケです。
