この文章を能動態に直すと
They consider that it is considered important for volunteers to familiarize themselves with the ecosystem.
と言う事ですよね？

受動態になると言うこは目的語が主語になると言う事ですよね？
ではなぜ、It is important for volunteers to familiarize themselves with the ecosystem is considered (by them).
と言うかたちにならないのでしょうか？

It is considered C for S' to V'.(受動態)
→They consider it C for S' to V'.(能動態)
They consider it is considered〜だとconsiderが重複してしまうのでそもそもそのかたちの能動態は出来ません
