能動態の S + say + that節 の形のとき
that節が目的語ですよね。

これが受動態になった形を考えると、
目的語が主語の位置に来てるはずです。
He loves her ↔︎ She is loved by him
この仕組みです
だからthat節 is said (by S) という形になります
実際は形式主語Itを置いて
It is said (by S) that節となることがほとんどです。

Nobody is said + that節　って形だと
受動態になってるのに、能動態の目的語の位置にthat節が残っちゃってておかしいです。
