仕組みとしては関係代名詞+be動詞ですね。
people (who are) involved
関係代名詞だけじゃないです。

このフレーズは定番の言い方で「関係者」という意味です。

例えばthe room availableとかthose presentとかpeople involvedとかpeople concernedとか
一語だけど名詞の後ろに付く形容詞と、ふつう習うかもしれないです。
ただこれに限らず名詞の後置修飾は
基本的に「関係代名詞+be動詞の省略」と考えてOKです。
