波線のところですが、byとheの間ってthatみたいななにか省略されてますか？ されてたらそれの品詞?も教えてほしいです

意味から考えると「〜までに」って言いたいんだろうから

by the time that/when he leaves his office
ってことでしょうね
that/whenは関係副詞で、thatかwhenのどちらかってことです。もしくはこれ自体を省略して
by the time he leaves his office
でも構いません
