この赤で丸しているところのinvolvedは受動態の分詞だと思うんですが、scientist はNOAAに関与しているという能動の関係だと思うので、involvingじゃないんですか？

こういうのは辞書引きましょう
動詞involveの、画像で言うと3番の意味から、受動の意味を持つ過去分詞は「関与している」というような意味合いで使います。

あんまり厳密に考えているわけじゃないですけど、

「〜させる」と言ったような「使役っぽい言い回し」を受動態の形で使うと、能動の意味になる

と理解しておくと、同じような表現はいろいろあるので、応用がきくかもです。

ちなみに
involvedはもちろん過去分詞でもあるのですが、これが単独の形容詞としてみなされるようになっていて、辞書にもそのように載っています。
