という文なのですが、forceはs+v+o+to+doをとる動詞ですよね？
なのにoのところに物や人が入ってないのはどうしてですか？

→　受動態の文だからです。下記の能動態の文を見れば O=him(人)であるのが分かります。

Because he came down with the flu, he [was forced] to stay at home. [受動態]
⇒ Because he came down with the flue, they [forced] <him>(O) to stay at home. [能動態]
