このinの用法は
添付画像の11番「方法・形式」かなぁ。
どういう方法で、どういう形式で、世界の最も優秀な化学者達をドイツの工場に呼び寄せたのか
ってことです。
だからin〜のまとまりは
「〜というかたちで（化学者を呼び寄せた）」
みたいに訳せばいいと思います。

前置詞のなかでもinとofは本当にいろんな使い方するんで難しいですね。
