これは、fireが、
useとpreserveとmakeっていう3つの他動詞の目的語になっているんです。

3つのものをandで結ぶとき
A, B, and Cと書くから
use fire, preserve fire, and (then) make fire
これを3回も同じ単語fireを書くとしつこいので
最初の2回は省略しているだけです

thenは、その上　みたいなちょっとニュアンスを足す副詞ですね。
