其實會有那麼多混淆的選項是因為「天氣」有非常多種描述方式，像是本題的「下雨」就有三種：

1. 把rain當名詞，問「有雨嗎？」
Is there rain(n.) in Taipei in May?
2. 把rain當動詞， 問「有在下雨嗎？」
Is it going to rain in Taipei in May?
3. 以weather為主詞，問天氣的「狀態」
How’s the weather in Taipei in May?

這題只有C文法正確，A跟B都要修正。
