まずotherは形容詞で使い、other people(他の人々)というように使います。

他の「others」「the other」「the others」「another」は代名詞で使います。(anotherには形容詞の意味もあります。)
画像で説明したのですが、theがつくと「これだ」というように断定できるようになります。

そして、anotherはan＋otherです。
つまり何が言いたいかと言うと、anotherは「他の"1つの"もの」なので形容詞で使うときにanother peopleとはほとんど使いません。Let’s try another restaurant.（他のレストランに行きましょう。）というように使います。otherの後は数えられない名詞(peopleなど)、anotherの後は数えられる名詞(restaurantなど)が続きます。
