が分詞構文になるので、
be shocked at ～(～にショックを受ける)
受動態の形を考えます

3-5 When the town was seen from the top of the tower,
「町は塔の1番上から見られると、」
が分詞構文になるので、「町は、見られる」、受動態の形を考えます

過去分詞にして受動態にしないで、Shocking や Seeing だと能動態なのでShocking やSeeing の後ろには目的語が必要です
目的語が無いということは能動態(Shocking やSeeing )にはならない、ということです
