マーカー部分の文構造教えてください！
関係代名詞と修飾される名詞が離れてることは納得できたのですが、neverthelessがどうしてここにいるのかぎわかりません！

日本語だとちょっとわかりづらいですが意味的つながりから、それ(sound strange)にもかかわらず調査が行われている、ではなく、それ(sound strange)にもかかわらずこれが正しい説明である、です。
なのでit is the true explanation.これが正しい説明である。の中にneverthelessが入ります。
