其實 healthcare system 應該也是可以的，這是外國人廣義稱呼醫療照護體系的說法
國民 = citizen(s)
造福 = benefit (v.)
造福某人/事/物= benefit 某人/事/物
受惠於某人/事/物 = benefit from 某人/事/物

+the因為後面要接system (i.e. the system) 沒有system就去調the當專有名詞 (i.e. National Health Insurance)

你第一段文法上是沒什麼問題，但就很不自然。可以這樣造：
(1) Launched in 1995, Taiwan's National Health Insurance system has since benefited countless citizens.
(2) Since 1995, the inception/launch of Taiwan's National Health Insurance system has benefited countless citizens.
(3) The inception/launch of Taiwan's National Health Insurance system has benefited countless citizens since 1995.
(4) Taiwan's National Health Insurance system has benefited countless citizens since its inception in 1995.
反正就裝來裝去，you get the point.
但 Having been launched since 1995,... 就很怪，這也不好解釋，語感問題
