先說為什麼D錯：因為語意不通
No matter who are interested in this program...
不管誰對這個program有興趣...(到這邊文法跟語意都沒有問題)
no matter的語意，需要後面接一個轉折，比如...不管誰對這有興趣，我都不在乎之類的，如：
No matter what people say, I'll stay true to myself. (不管別人怎麼說，我會忠於我自己）
而題目中的can go to the website for further info. 可以去網站獲取更多資訊，並沒有轉折，所以兜不起來。
回到需要一個be動詞，People who are 跟 Anyone who is 都可以是答案，看例句：
People "who are interested in this volunteer program" can go to the website for further information.
這其實就是你應該也熟悉的關係子句的應用，用來追加描述前面的名詞的
其實那個who are以及anyone who is的 who is 可以被刪除，形成所謂的分詞片語(ving or p.p.引導)
