All ~ not…は、Not all~と同様に「部分否定」の表現です。よって、
“All people are not happy”
正「全ての人が幸せなわけではない」
誤「全ての人が不幸せだ」　　となります。

日本語は「~である人なんていない」と、誰1人としていない事を意味する「完全否定」の文ですから、All~not…は適さない ということですね。
